POEA Memorandum Circular 09-2014 ‘Placement Fee Policy for New Zealand’ prohibits recruitment agencies from charging and collecting any recruitment and placement fees from workers recruited for New Zealand jobs. OFWs have complained about being charged exorbitant fees and charges by recruitment agencies.
The policy ensures to prevent exploitation of migrant by POEA managing recruitment issues that arise in the Philippines.
Although the vast majority of migrant workers in New Zealand are well treated, there are continuing incidents of migrant workers exploitation. Some high profile cases involve exploitation of Filipino migrant workers.
